You actually don't tell venus that your server is down.
cfs disconnect just disconnects. Then it takes 
the "normal" 30sec timeout until venus discovers 
that it is disconnected...

If you 
        cfs disconnect ; cfs checkservers

then it'll realise the disconnected state before 
you access a file in the coda directories.
