The Bibliometrics Librarian assists the federal bibliometrics librarian to 
develop, implement, and support publication analysis services centered around 
bibliometrics, altmetrics, and portfolio analysis. The bibliometrics librarian 
is a member of several library teams:   Bibliometrics, Research and Reference, 
and may serve on the Outreach team, as required.

For Bibliometrics team:

·         Collects, cleans, and manages agency publications data

·         Produces quarterly and annual bibliometric reports as well as 
multi-year portfolio reviews highlighting the reach and impact of NOAA funded 
research

·         Performs customized bibliometric projects for NOAA customers

·         Uses Excel, Gephi, Sci2, OpenRefine, EndNote, R and other tools for 
analysis and visualization

·         Plans and executes training and outreach events for researchers on 
bibliometrics and other library services, such as Section 508 compliance

For the Research and Reference team:

·         Conducts reference interviews identifying customers’ full reference 
or research needs

·         Utilizes science-based research, knowledge of appropriate information 
resources, and the Library’s available tools and resources

·         Experience searching and applying Clarivate Analytics’ Web of 
Science, Scopus, Lexis Advance, ProQuest’s Science and Technology and Aquatic 
Sciences and Fisheries Abstracts, and EndNote, LibGuides to find and present 
data

·         Keeps customers informed on progress of requests taking longer than 
24 hours to fulfill

Qualifications:

·         Master’s degree in library science or related field and minimum 1-2 
years of relevant experience, preferably with data analysis and visualization

·         Knowledge with tools for data preparation, preferably such as 
OpenRefine, Sublime Text, R, as well as Excel, EndNote, Gephi, VOSViewer, Sci2, 
Tableau, and other tools for data analysis and visualization

·         Knowledge of Excel preferably with expertise developing pivot tables, 
using Excel formulas, and using VBA in Excel
Knowledge of article citation search tools such as the Web of Science, Scopus, 
or other databases.
·         Excellent verbal, interpersonal and written communication skills

·         U.S. Citizenship
