In 2016 we worked with Search Discovery on GTM implementation: 
https://www.searchdiscovery.com/. They were good, though in retrospect we 
should have been narrower in scope of what we wanted to do with GTM. 
Maintenance on their configuration is sometimes challenging as formats of our 
content change.
