Turns out his point is that it should be controlled by the feature, rather
than be set unilaterally oper-only.
Eh yes, indeed. What I mean is that being able to stats v should depend
only on F:HIS_STATS_v being FALSE (which it's not by default), and not on
anything else (like oper status). The data provided by stats v can be very
useful (is intended) for processing by a script, but if that script then
requires an O: line, it pretty much defeats the purpose.
