This change was made long before ircu split off from efnet ircd.  As far as
I know, all ircds do it this way, and all clients can handle this format.
It might mean that RFC 1459 failed to document this particular parameter to
/NAMES--RFC 1459 was written after the protocol was well established, and
some of the things it specifies don't even exist in historical ircds, so
finding that it missed a parameter that was always there wouldn't be a
surprise.

In short--who knows?  Not our fault.
