[Coder-Com] Adding of usernames to channels - e-mail notification

Would the coders of X etc, code it so, once added to a channel, the username 
added receives a X notice of acceptance to the add or decline to the add, as 
it does via registration process.

There's a bunch of people adding 'people' to their channel in attempts of 
trickey aka "see my userlist, i have 10 helpers, 15 IRCops" to dupe others 
into providing usernames/passwords and similar type scenarios.
