You must use Manager1K.sh to set/remove 1000's
It's located in doc/cmaster/maint/Manager1K.sh if I'm not mistaken.

Hello, I want to add a user with admin access (1000) to X .
I tried to do it with ACL MANAGER but the field in "Add *ACL* for" is
empty. Is there a way to do it on the IRC server?
