Hi Denis,

yes, cmmlwiki allows you to annotate theora video and vorbis audio
online. There is currently no transcoding included, although you could
use ffmpeg2theora to transcode from most video formats to theora right
after uploading a file to cmmlwiki. Cmmlwiki is in python, so may be a
good start for you. Since it is open source, you can also use it as a
basis to change/improve/adapt the user interface to your needs.
