I think I've tracked the issue down to : 
# You also need to make sure that the user running your webserver has
# permission to run the client SCM program (eg, cvs, p4, svn), and to
# connect to the repository.

Is there a way to give the login and password for another user other than
the user running the webserver?  We use LDAP authentication for Perforce and
I can create a name that can be used for the Perforce login, but I can't use
that as the user for the webserver.

Any suggestions?
