Yep. All you need is the collectd headers (and possible further third-party libs required by the plugin). Then, download the plugin's sources and compile it with something like (on Linux) 'gcc -shared -fPIC -o plugin.so plugin.c'. You might need to add a few -I and possibly -l, -L.
