- Update to 0.12.3:
  * Do not install the test suite into site-packages (PR #75)
- Switch Source to the GitHub tag archive: there is no PyPI sdist
  for 0.12.3, so files.pythonhosted.org would fail factory-auto
- Rewrite the stale pyproject.toml version (still 0.10.2 on the
tag) to the package version in %prep, otherwise the wheel
  installs caio-0.10.2.dist-info
- Drop the %install rm of the top-level tests package: 0.12.3 no
  longer ships it
- Keep the existing %check skips: 0.12.3 did not change the
suite, so test_asyncio_adapter.py (unpackaged aiomisc) and the
python -c / timing tests still cannot pass in the OBS chroot
