Merge branch **PG18** into **master**
NOTE: After this PR is merged, the master branch will be
updated to PostgreSQL Version 18. All work after this
point will need to build against this version.
Resolved Conflicts:
src/backend/executor/cypher_create.c
src/backend/executor/cypher_delete.c
src/backend/executor/cypher_merge.c
src/backend/utils/load/age_load.c
All regression tests ran without issue.
Additionally, CI files were updated to specify the master branch.
