It looks like this PR/feature needs a lot of work on it - adding more detailed tests, including docstrings to the clases, checking that the behaviour of it makes sense in the context of Airflow (I'm only aware of Nomad in the highest terms), docs for how to configure the Connection. If someone from Hashicorp wants to take over this PR I think that would be welcomed - just create a new PR that targets the existing Jira ticket. It is up to you if you base upon this work or start from scratch.
