   interestingly, I was unable to replicate with OSS Airflow. The installation 
process is little different for my environment so I'll look into that.
   
   Here is how I tested the OSS installation.
   
   I have a python base image.
   ```
   ➜  docker run -it python bash
   ```
   
   `pip` version 
   ```
