I found the problem and fixed it as part of https://github.com/apache/airflow/pull/35830 The problem is that the check only checked if the image should be upgraded (not whether it was pulled in the first place). I have also found another problem that prevented the image to be automatically build correctly (version suffix was not set to dev0 and there were conflicting requirements).
