Moved test functions from azure provider to tests_common package for
reusability in other providers.
This is to split the other
[PR](https://github.com/apache/airflow/pull/44809) related to the deferred
pagination mode in the GenericTransfer operator, so the PR doesn't become too
big as that one will also need those test helper functions to be able to test
deferred operators.
