   Hello,
   
   the get_doc_url_for_provider doesn't seem to work with older version of 
python (at least with python 3.9) and always return fallback value.
   It seems that urllib.parse.urlparse doesn't trim url before parsing them in 
3.9, it results on a empty scheme.

   ```python
   import urllib.parse
   urllib.parse.urlparse(' https://www.google.com')
   ```
   in python 3.9.2

   ParseResult(scheme='https', netloc='www.google.com', path='', params='', 
query='', fragment='')
