@gopidesupavan => I found a typo ("test" -> "tests") after I merged #47184
also I found that we miss "devel-common" so I decided to add some niceties :)
* using `uv run` to run the script
* addding rich as inline deps to make the output more user friendly :D and
show what is being done
* swtiched to Pathlib everywhere
* added `.idea` folder creation if this is the first time we run it
* updated the docs to make it *preferred* method
* added the "configure interpreter" step
