I don't want to extend the current PR's scope, but making a door for
skipping audit via request is only reasonable if we have a configuration in the
API server that, when you run in dry_run mode, it should only then accept
dry_run requests, otherwise, this is just a backdoor for skipping the audit
logs. What do you think?
