   Thanks @Prab-27 for checking and validating that it is working. If you 
install airflowctl to another venv not in breeze you can also test out with 
28080. In my video right is my computer terminal and left is in breeze
   
   That's why then. If you are running inside the breeze container. The ports 
became 8080 not 28080 and as a default, it sets like that. Would it be the same 
case for you as well?

   I am still digging more but trying to reproduce it to understand the root 
cause. 
   Maybe I haven't documented them clearly. I assumed that the tests should be 
in the computer terminal not in the breeze (api in Breeze kind of remote in 
local) to replicate a similar case
