when i run `prek run --all-files`, it always fails with below error:
```
worker/runner_test.go
Check hooks
apply............................................................Passed
Add license for all Go
files.................................................error: Failed to run hook
`insert-license`
caused by: run command `python hook` failed
caused by: No such file or directory (os error 2)
```
