## Description
Currently there is the following issue:
- User A runs a DAG in Airflow and sends link to specific DAG run to user B
- User B is not logged in yet into this Airflow instance and opens the link
user A sent to him
- User B will be asked to login
- After logging in, user B will see an error message like this:

- When user B tries to open the link that user A sent to him another time,
it will work (because he is logged in now)
The problem lies in the missing urlencoding of the `next` URL during the
login process. When the URL that the user tries to open contains special
characters like `+` (which is used for example when there is timezone
information present in the link), the `next` URL will become invalid.
This PR fixes this issue by adding the missing `urlencode`.
