The `select_key()` method which ultimately ends up calling boto3
select_object_content() was attempting to pass ExtraArgs which is typically
where we would pass the RequestPayer parameter. This will not work here as
there is no support for that with S3 select. I ran some actual tests locally
and we would get the following error: Unknown parameter in input: "ExtraArgs".
This can be confirmed by looking at the docs as well.
I removed the ExtraArgs param and added validation that raises an error if a
user does have requester_pays set to True and they try to call `select_key()`.
Modified the existing test and added a new one to ensure it raises when it's
set to True.
