Add Breeze-aware AI agent skills system for automated development workflows
- Implement environment detection to distinguish host vs Breeze container
- Define machine-readable skills for common contributor workflows (static
checks, unit tests, service startup)
- Add pre-commit hook to auto-sync skills with Breeze CLI as source of truth
- Include evaluation harness for validating skill functionality
- Update documentation for AI tools and human contributors
This enables AI coding assistants to reliably interact with Airflow's Breeze
development environment, improving contributor productivity and lowering
the barrier to entry for automated development workflows.
