   This PR improves several core database utility functions in 
`airflow.utils.db` to align with Airflow 3 architecture boundaries and coding 
standards. It enforces keyword-only `session` parameters for functions like 
`merge_conn`, `add_default_pool_if_not_exists`, `initdb`, and `resetdb`, and 
refactors them to use `session.flush()` instead of `session.commit()` for 
better transactional atomicity when called within larger sessions.
