When a PR carries the `ready for maintainer review` label *or* has been maintainer-approved, but the author has not responded to comments for ≥ 1 week, the bot should: 1. Strip the `ready for maintainer review` label. 2. Re-triage the PR as if there were no prior maintainer interaction. 3. During the re-triage, if the PR has merge conflicts or red CI, the **default proposed action is `close`** (still requires human confirmation per the existing flow). **Why:** these PRs are no longer actionable on the maintainer side; leaving the label distorts review queues, and stale drafts with red CI rarely revive. ### Open questions - Define "responded": any push by the author?
