Review Comment:
This just shows that `conf.has_option` is not a good tool for checking
`True` or `False` default. It was literally returning that 'yes, the
configuration has an option' which in that case is `False`. I wonder where else
we use conf.has_option against a boolean config. cc @bbovenzi .
