docs(mission): add Ismael Mejia and Zili Chen (tison) to PMC roster (#138)
Both got back to me after the founding-PMC kickoff thread saying yes;
adding them to the ASF-members roster in MISSION.md.
PMC affiliations as best-known — please correct in review if the
listing is off:
- Ismael Mejia — Beam PMC, Incubator PMC
- Zili Chen (tison) — Pulsar PMC, Curator PMC, ZooKeeper PMC, …
.asf.yaml collaborators block deliberately untouched: it's at the
ASF Infra cap of 10 entries and bumping it requires a vp-infra@
exception request. As ASF members, Ismael and tison can be granted
triage rights via their apache GitHub org membership once they
start work on this repo.
