   Adds a coding-standards bullet instructing agents to name functions and
   methods with action verbs (`get_`, `extract_`, `find_`, `compute_`,
   `build_`, etc.) rather than noun-only names, which read as attributes
   rather than callables. Predicates (`is_`, `has_`) are noted as the
   one accepted exception.
   
   Motivated by review feedback on #66960, where Lee-W flagged
   `_serialize_keys`, `_base_simple_names`, etc. as weird-looking noun names.
