Yeah, nice. I checked the official Spark source code:
https://github.com/apache/spark/blob/master/core/src/main/scala/org/apache/spark/deploy/master/DriverState.scala
and it makes sense. RELAUNCHING means driver is alive and should reconnect,
and UNKNOWN is transient during master recovery and hence we should not
resubmit here as it would duplicate the job. Added both to is_job_active with
inline comments explaining why.
