Add retry flags to all curl and wget commands that download external
dependencies during the CI Docker image build. This prevents transient network
failures (504s, timeouts) from failing the entire 30+ minute build.
Changes:
- wget: add --tries=3 --waitretry=5
- curl: add --retry 3 --retry-delay 5
- Dockerfile helm/mprocs: switch from pipe-to-tar to download-then-extract
pattern so curl retry actually works (curl cannot retry when piping)
This addresses recurring AwsSysTestsSetup failures caused by transient 504
errors from python.org and GitHub during Docker image construction.
