    docs(mentoring): sync spec.md from proposed to experimental — two skills 
shipped (#482)
    
    Status was "Proposed. No skill code yet." while pr-management-mentor
    and good-first-issue-author are both shipped. Updates the status
    section to list the shipped skills, removes the pre-build "(working
    name)" qualifier from the trigger example, converts "Open questions"
    to "Resolved design decisions" with the answers the shipped skills
    encode, and fixes the cross-reference to docs/modes.md.
