docs(modes): sync skill inventory — issue-stale-sweep, mentoring-welcome,
release-announce-draft (#554)
Three skills merged since PR #483 (docs-modes-sync) were not reflected
in the Modes at a glance table or the per-mode skill tables:
- issue-stale-sweep (#509): add to Triage table (experimental); update
Triage count 18 → 19.
- mentoring-welcome (#510): add to Mentoring table (experimental); update
Mentoring header "2 skills" → "3 skills" and count 2 → 3.
- release-announce-draft (#512): promote from proposed → experimental in
the Drafting table; add clickable link; update Drafting count
"3 + 6 proposed" → "4 + 5 proposed"; update the status cell and
footnote to reflect one release-* skill has landed.
