   aiosqlite was capped `<0.22.0` because 0.22.x left a helper thread hanging
   under SQLAlchemy 2 (sqlalchemy#13039), and 0.22.0 itself caused hanging 
pytest
   sessions (aiosqlite#369).
   
   Both issues are now resolved:
   - The pytest hang was fixed in aiosqlite 0.22.1.
   - The SQLAlchemy-side thread hang was fixed in SQLAlchemy 2.0.46.
   - Our SQLAlchemy floor is already `>=2.0.48` (locked at 2.0.51).
   
   This PR relaxes the cap from `<0.22.0` to `!=0.22.0`, excluding only the
   known-bad 0.22.0 release, and upgrades the locked version to 0.22.1.
