Note the allow-provider-dependency-bump label in provider-doc release skill
(#70257)
The prepare-providers-documentation workflow resolves inter-provider # use
next version pins via update-providers-next-version, but never warned that the
resulting >= bumps trip the check_provider_dependency_bumps CI guard, which
fails unless the release PR carries the allow provider dependency bump label.
