Thanks for this @wilmerdooley, and sorry for the collision: this overlaps #67592, which was opened two days earlier for the same issue and changes the same two files. That one has already been through review from @ashb and @henry3260 with the feedback applied, and between them it covers the first two points I left above -- the `end_date` guard is gone and the deferral-resume skip is in. So I'd rather we converge on #67592 than land a second fix for #63503. The one thing your version raises that #67592 also has is the tag-parity gap against `task.scheduled_duration`, so I've carried that over as a review comment there. If you're up for it, reviewing #67592 would be the most useful place for that.
