## Summary
Airflow hardcoded `TraceContextTextMapPropagator()` at every trace context
boundary instead
of using the globally configured propagators, making `OTEL_PROPAGATORS`
ineffective inside
Airflow. This caused vendor propagators to be ignored and `Baggage` to be
dropped across
Dag runs, tasks, and worker communication. This switches all propagation to
`opentelemetry.propagate`, matching the Execution API middleware.
## Changes
- Replaced all hardcoded `TraceContextTextMapPropagator()` usages with
`propagate.inject` / `propagate.extract`.
- Stopped filtering run-conf carriers to only `traceparent` / `tracestate`,
allowing
configured propagators to read their own keys.
- Added documentation for `OTEL_PROPAGATORS` and context propagation.
- Updated tests to verify baggage round-tripping and backward compatibility.
- Added newsfragment: `airflow-core/newsfragments/70388.improvement.rst`.
## Compatibility
With the default `OTEL_PROPAGATORS=tracecontext,baggage`, carriers remain
byte-identical
unless baggage is present. Existing carriers continue to extract correctly.
## Scope
Addresses **Issue 2** of #70388 only. Issues 1 and 3 remain separate.
