## Grid bar tooltip is clipped at the window edge
When the details panel is collapsed, a Grid duration bar near the right edge
of the window does not have room for a centered tooltip. The tooltip overflows,
so a horizontal scrollbar appears and you have to scroll to read the run id,
state, and duration. That is awkward, and on some screens the overflow also
makes the tooltip flicker. Task instance tooltips already stay inside the
viewport; the run bar tooltip should do the same.
## Solution
Replace `BasicTooltip` with the same Chakra `Tooltip` as Grid task squares
so it can shift to stay in the viewport.
