Backport of #72852 to `v3-3-test`. Moves 21 short bookkeeping jobs (matrix computation, Slack notifications, issue/PR housekeeping, cheap guards) from 2-core runners onto `ubuntu-slim`, and switches the three jobs that pip-installed uv into the system interpreter over to `astral-sh/setup-uv` with `version-file: uv.lock`. Cherry-picked with `-x` from `1685bd6`.
