Review Comment:
   My bad, after double checking the overall AIP-85 docs and tracing the Dag 
processing flow. I understand the DagImporter interface wrong, let's keep the 
`sdk.DAG` as-is.
   
   I thought the DagImporter will directly report to the Dag Processing 
Manager, but it turned out the DagImporter is part of the Dag Processing 
Process and leverages the DagBag (which receives the `sdk.DAG`).
