Clicking a stats card on the dashboard (failed, queued, running, or active
Dags) navigated to a 404 page instead of the filtered Dags list.
## Cause
The stats cards used route-relative links such as
dags?dag_run_state=running. These resolved correctly only when the dashboard
was rendered at the index route (/).
Now that the dashboard can also be rendered at /home, the same relative
links resolve against /home and point to /home/dags?.... That route does not
exist and returns a 404.
The issue only reproduces when the dashboard is opened at /home, for example
via the "Dashboard" navigation button. When the dashboard is rendered at /, the
relative links happen to resolve correctly, which is why the issue went
unnoticed.
