Addressed @shahar1 review feedback and squashed to a single clean commit: 1. Reuse `self._total_states` instead of recalculating in `_normalize_external_task_ids`. 2. Call `_normalize_external_task_ids()` at the start of `execute_complete()`, with regression test `test_execute_complete_normalizes_single_task_id_for_failed_event`.
