Dag parsing, trigger execution, local Dag tests and schema generation need
consistent Execution API setup. Keeping in-process authentication and transport
lifecycle together prevents setup drift while preserving isolation from
network-served apps.
Manager construction should not load the API server dependency stack.
Existing Task SDK consumers and schema generation against older checkouts also
need the established app.py import path to remain valid.
