Turns on GitHub's pull request creation cap via `.asf.yaml`, limiting a user
**without write access** to 5 open pull requests at a time. Committers and
anyone else with write access are unaffected.

Reviewer attention is the scarce resource here, and a single account opening
a
large batch of pull requests at once consumes it faster than the community
can
absorb. Five at a time leaves room for genuine parallel work while keeping
bulk
submissions in check.
The `github.pull_requests.creation_cap` setting comes from the recently
merged
[apache/infrastructure-asfyaml](https://github.com/apache/infrastructure-asfyaml/blob/main/asfyaml/feature/github/pr_creation_cap.py)
feature, which drives GitHub's
[pull request creation
cap](https://docs.github.com/rest/interactions/repos#update-pull-request-creation-cap-for-a-repository)
interaction limit. `max_open_pull_requests` accepts 1-1000.
Two notes for reviewers:
* asfyaml applies `github:` settings from the default branch only, so this
takes
effect once merged to `main`.
* It is reversible: deleting the `creation_cap:` block later does not leave
the
cap in place — asfyaml notices the removal and explicitly disables it.
No newsfragment: repository configuration, not a user-facing Airflow change.
