The Dag header's "Active Runs" stat shows `X of Y` once a Dag is at or over its `max_active_runs` limit, but nothing explains what that means or what happens to the extra run(s). A newly created run beyond the limit just sits `queued` with no explanation visible anywhere in the UI — "3 of 1" reads as a plain oddity rather than a Dag waiting on capacity. This adds a warning-triangle icon (`FiAlertTriangle`, `warning.fg`) with a tooltip next to the "Active Runs" label, shown only when `exceeds_max_active_runs` is true, explaining that additional runs will not start until an existing active run completes. **On the icon choice**: went with a warning (triangle) rather than a plain info icon. `X of Y` where `X > Y` is an inherently unusual state to see — the count itself reads as illogical — and the runs beyond the limit typically exist because someone *intended* them to run now, not later, which is a stronger signal than a neutral info tip. Happy to switch to an info icon if reviewers feel warning is too strong for this. **Depends on #73692** — this PR is built on top of it (adds `exceeds_max_active_runs` to `DAGDetailsResponse`, which this consumes) and won't type-check/pass CI cleanly on `main` until that one merges.
