pkg.go.dev only hosts docs, so it can't serve the module. `go install
pkg.go.dev/honnef.co/go/tools/cmd/[email protected]` fails with `no go-import
meta tags`. `honnef.co/go/tools` is the module path declared in staticcheck's
go.mod.
