Rebased onto main. The only conflict was the import block that #73554 removed; `ColumnElement` and `SerializedDAG` are now regular imports, like `Update`. @ashb this follows your suggestion on #67832: instead of a separate existence endpoint, `task-instances/states` answers 404 for a task that no named run's Dag version defines, and only once such a run exists. It also resolves task groups against each named run's version instead of the latest one. #73085, the `ExternalTaskSensor` half of #72514, depends on it.
