**Stacked on #74019** — that PR (persisting the match-anywhere toggle in the
URL) is the first commit here; review/merge it first. This PR adds the second
commit.
Turning on substring ("match anywhere") search has to be redone on every
searchbar today, since the toggle only remembers itself per searchbar. This
adds a single **Settings → Search → "Match anywhere by default"** switch so a
user can opt into substring search everywhere at once.
Resolution order for any searchbar becomes: a key in the `match_anywhere`
URL param wins (shareable), then the user's explicit per-searchbar choice
(localStorage), then this global default, then prefix. So a shared link and a
manually-set filter still take precedence over the default. The helper text
calls out that substring search is slower because it cannot use the prefix
index.
