A KubernetesPodOperator task fails when its pod is deleted before it has
started. The next status read is HTTP 404, and with retries=0 the task fails
even though no work ran.
On the synchronous path, treat that 404 as safe to recover from only when
the pod has not been observed started (phase Running, Succeeded, or Failed, or
the base container already running or terminated). Launch a replacement, up to
three times. After the pod has started, the same 404 still fails the task.
