Closing as outdated. Since this was last updated, #70559 (resolving the baseline once) and #73316 (making the check follow the constraints' cooldown rules) reshaped `process_packages` and the explain path, so the batching here no longer applies cleanly and would need to be redone on top of the cooldown logic.
